Howdy All
I'm new to the forum and homebrewing in general. I wanted to start by saying hello! I also wanted to know if there's any would-be or soon-to-be professional brewers out there, or if anyone knows any start-up microbreweries in the New England area?

Howdy and welcome to the forum. I'm a long-time brewer, but new to this forum which is a good one.

Howdy from the Northwest!
I maintain a webpage of U.S. Craft Brewery links. The other day I came across the Back East Brewing in Windsor, Connecticut. Their webpage - http://www.backeastbeer.com doesn't have much content which may mean they are a start up brewery or that the've been around for awhile and are just now working on creating a web presence.
I believe they may be new though; they have a clever name and I don't believe I've heard of them, At any rate, they are a possibility.
The Brewers Association has a members list: http://www.brewersassociation.org/attachments/0000/0234/Brewery_members.pdf which is a good source of brewery names and locations. What may be of particular interest to you is the Brewery in Planning list. Unfortunately, they do not give the brewery names but they do indicate city and state. However, with a little detective work (i.e. web searches, contacting local homebrew clubs etc.) you might be able to find more information about a particular start up brewery.
